On December 7th, the United Nations Framework Convention on Climate Change (UNFCCC) began its last government-level conference in Copenhagen, Denmark before the Kyoto Protocol is scheduled to expire in 2012. The Kyoto Protocol, which established the infamous treaty to combat supposed global warming, was signed by President Bill Clinton but never ratified by the U.S. Senate. This time, things could be different.  The UNFCCC is putting forth a strong effort to establish a new “Copenhagen Protocol” to replace Kyoto and in the US, the stage is set to enforce agreements made in Copenhagen, even without Senate approval.

The Copenhagen conference hosted representatives from over 170 nations including the United States. President Obama and congressional leaders made it a goal to enact domestic cap-and-trade legislation prior to arriving at the Copenhagen conference. The House passed the Waxman-Markey cap-and-trade bill, also known as ACES. It’s now pending approval in the Senate. The Copenhagen conference ended without any meaningful or binding agreement, so should the legislative processes fail to produce a domestic cap and trade law, President Obama has a plan: bypassing the legislature and regulating carbon dioxide via the Environmental Protection Agency.

President Obama had intended to sign a new “Copenhagen Protocol,” which critics say would be a back-door approach to world government that could undermine US sovereignty. Indeed, the framework language assembled by the UNFCCC did appear to establish global government and a world energy tax that will primarily target the United States. It should be noted that the United Nations is currently funded by voluntary donations from member nations. It has no taxing authority, but the draft treaty language would have established a permanent tax revenue stream for the UN. Perhaps thanks in part to growing opposition to the plan, coupled with the leak of “climategate” emails that showed data manipulation and other deceptive practices by leading UN climate scientists, the UN conference in Copenhagen fell apart. President Obama has been heralded in the press for saving the conference and helping bring about an international agreement – but the agreement is next to meaningless (for that, we can be thankful).

The Copenhagen Accord is a non-binding agreement of principles, including the audacious goal to set the world’s thermostat, limiting the average global temperature increase to 2 degrees C. It also provides that the participating nations should, by January 31st of 2010 come up with proposals for how they will mitigate carbon dioxide emissions. Lastly, the agreement alludes to the establishment of an international fund of $100 billion by 2020 which would be used to transfer money to developing nations to discourage deforestation and pay for lower-emission infrastructure. Not specified is where the money will come from, who will administer it, or who will get it.

The Obama Administration has made the regulation of carbon dioxide a top priority. With or without the approval of Congress, he’s moving ahead with cap and tax plans.  

Although the Copenhagen treaty negotiations fell apart, President Obama has made it clear that he intends to pursue the policies, with or without a treaty. Before the Copenhagen conference began, he said that the Copenhagen talks should produce an “immediate operational effect,” even if a legally binding treaty isn’t agreed upon.  

With the EPA’s recent announcement of an endangerment finding regarding CO2, the Obama Administration is equipped with ostensible authority to act on the agreements made in Copenhagen without any need for the normal Senate ratification, or even a simple majority vote in Congress that would normally be needed to enact legislation.

PP.6 Intending to renew and strengthen the global partnership through the creation of new levels of cooperation among Parties, according to the principles of the Convention. PP.13 Recognizing that current and potential climate change impacts require a shift in the global investment patterns and that criteria for financing allocation shall clearly respond to the priorities identified by the international community, with climate change stabilization being one of these priorities. 10. Led by developed country Parties, an economic transition is needed that shifts in order to adjust global economic growth patterns towards a sustainable low-emission economy … (Page 8)

20. In order to fulfill this shared vision, Parties have agreed to establish a coherent, cohesive and integrated system of financial and technology transfer mechanisms under the Convention and a follow up/compliance mechanism. (Page 10)

… ensuring that global crises, such as the financial crisis, should not constitute an obstacle to the provision of financial and technical assistance to developing countries in accordance with the Convention. (Page 11 – Please read that one again!)

… all developed country Parties should then be increased to achieve the global goal without the contribution of developing country Parties. (Page 13)

36. The new agreed post-2012 institutional arrangement and legal framework to be established for the implementation, monitoring, reporting and verification of the global cooperative action for mitigation, adaptation, technology and financing, should be set under the Convention. It should include a financial mechanism and a facilitative mechanism drawn up to facilitate the design, adoption and carrying out of public policies, as the prevailing instrument, to which the market rules and related dynamics should be subordinate, in order to assure the full, effective and sustained implementation of the Convention. (Page 18)

37. The new institutional arrangement will provide technical and financial support for developing countries in the following areas: (a) preparation, implementation and follow-up through monitoring, reporting and verification of nationally appropriate mitigation actions (NAMAs) by developing countries. These activities could include options to reduce emissions from deforestation and forest degradation (REDD); (b) preparation, implementation and follow-up of national adaptation programmes of action (NAPAs) or national communications in developing countries; (c) technology needs assessments (TNAs) for adaptation and mitigation under the NAMAs and the NAPAs or national communications of developing countries; (d) capacity-building and enabling environments for adaptation and mitigation in developing countries; (e) education, awareness raising and public participation, focused on youth, women and indigenous peoples; (f) design and implementation of adaptation programmes and projects; (g) support for all technological cycle phases: research and development (R&D), diffusion and transfer, including acquisition of technologies for adaptation and mitigation, including the purchase or flexibility of patents. 38. The scheme for the new institutional arrangement under the Convention will be based on three basic pillars: government; facilitative mechanism; and financial mechanism, and the basic organization of which will include the following … (Page 18)

52. Particular effort should be taken to enhance cooperation amongst intergovernmental organizations. (Page 47)

28. A global fund shall be established to support a global feed-in tariff programme, providing guaranteed purchase prices, over and above the retail energy price in developing countries. … The Global Fund shall aim at both inducing a shift to renewable energy without compromising development momentum in developing countries, and achieving economies of scale and a sustained reduction in the costs of generating renewable energy.         Thad – yes we need to be watchmen for sure and praying. However, as Christians we have a huge responsibility to uphold our Constitution and our freedom and the American way of life based on Christian principles. Nowhere in the Bible does it say to lay down and submit to authority such as impending communism or sharia law. We are to fight for the Christian way of life, fight the enemies foreign and domestic to uphold our Christian rights. Otherwise, we will be submitting and bowing to Islam instead of God our Father. We will not be able to share our faith and increase the kingdom of heaven! God in no way would agree with our laying down and giving up. So, we must with our last breaths, if necessary, fight for what is right to preserve our Constitutional freedoms and share the gospel. To lay down and embrace impending communism would be wrong. To lay down and just let evil win over good is wrong. It is lazy and it is not Christian. We are to submit to authority within reason if that authority is not taking away our right to worship, share the gospel or replacing our God. The impending evil will take away all three. We must fight – and I am not too sure where you feel America is mentioned and that it will become a communist nation. We need to pray and call out to God for a re-dedication of our Christian spirit and ensure that we preserve this nation as so many soldiers before us have done. God will bless these efforts and his flock will be multiplied. To do anything less is cowardly. It is time to stand and be counted. We have no idea when the rapture will happen – but in the sequence of things it may be pre-trib or pre-wrath. We may go thru a huge time of deceiving and the church may be deceived by this very thinking that makes us totally useless to the enlargement of God’s family. We must be careful what we tend to fall back on as prophesy. It may be prophesy somewhere in the country but nowhere are we named as having to succumb to evil.

      I read these comments pitying individuals that left them. Obama is not the issue; Man is the issue. Our freedoms have been compromised before Obama’s administration. BUSH (who, like many presidents before him) is a member of the Skull and Bones. That organization is predicated on world domination and the subjugation of all that are not willing to bow to there edicts. What we are witnessing is continous process that caught serious momentum after 9/11, which occured during Bush’s administration. It was horrible, but no one can convince me that America did not see that coming. What happen after that event–our freedoms and peace of mind were jeopardized. We ate Bush’s nonsense, which set the stage for his predecessor. We are so distracted with consumption and media bunk that we are unaware that the impending Treaty has been in the works by our leaders for decades. This is total madness. I can only pray that there are enough congressmen & congresswoment that have their heads screwed on right! The only alternate, if President Obama follows through with the signing, is to impeach him. That in itself is unlikely if the Senate votes the way the House has.

    I’ve read through all these clauses, and my qestion is, “so what’s wrong with these things? It appears to me that this treaty is EXACTLY what the world needs. Of course, if we think maintaining our wasteful lifestyle is more important than that of future generations and the rest of the world, then perhaps we should continue with the misconception that the U.S. deserves all the world’s resources. Heck, who cares about anyone else, right? I’m sorry to see intelligent people pulled in by these scare tactics. It’s time to realize that we are part of a world community. As an international teacher, my eyes have been opened. Try opening yours to the rest of the world and let go of this “Me, Me, Me” tunnel vision!

      Well, if climate change is really due to human activity then I could somehow believe that ‘’some” of the clause are for a ”good” cause. In fact, I never did research from my own so I can only rely on things I see and hear, so far I dont believe that we are the cause of climate change so I dont believe that imposing more and more taxes and way to consume is a good thing for humanity.

    I am absolutely against the signing of the Cap and Trade bill which appears to be before the Senate now. It should never have gotten through the House in the first place.     If Obama signs this treaty, we must continue to urge the Senate not to ratify it. Its not legally applicable to the U.S. if the Senate doesn’t approve it. When is this health care document going to be available to the “people” to see? – NOT.     There’s that year again, 2012. If this treaty is signed globally, it will take effect after the Kyoto Protocal expires. It even says it in the treaty “The new agreed post-2012 institutional arrangement and legal framework…” (Page 18). Now, I’m beginning to think there is something to this 2012 thing.

    I have read one comment on how Revelation is unfolding right before us, and I have to agree. But we can’t stop it. It was foretold nearly 2000 years ago, even in Daniel’s day. Don’t get me wrong, I strongly disagree with the idea of a treaty being signed that would bring us to a world govt and taking away our Constitutin. I do love my freedoms and what this Country once stood for. And I have contacted my Representitives to ask them not sign any such bill.

        By the way, Jesus DID give specific dates and time durations pertaining to the moment that a 7 year peace treaty with Israel will take place, from that point in time and afterwards.
        So whoever lives then and is then aware of these things WILL know the day and hour and week and month and year that Jesus will physically return.
        But until then, none of us will know the day or the hour of that moment He physically returns.

      Try telling that to the Ninevites who the prophet Jonah did NOT want to preach God’s judgement to
      because he knew of God’s desire for people to genuinely repent so that He’d be justified to then forgive them
      and those Ninevites were the most malicious city of the known world at that time, especially to the Jewish people,
      so the Jewish prophet Jonah did NOT want them to repent so that God would forgive them!

      Because they did, God delayed when His predicted (through Jonah) judgement against their city would occur.
      Which means He still kept His promise since He did not say when He would judge the city.

      He desires the same for these days as well from every part of the world.
      THIS MEANS GOD HAS GIVEN US THE POWER TO HAVE HIM DELAY WHEN HIS REWARDS WILL OCCUR, AS WELL AS WHEN HIS PUNISHMENTS WILL.

    I woke up one morning alone and afraid for the country I have grown to love was not to be found. The hard working people I had come to expect were replaced with droids waiting for their do. The industries where I worked were closed and moved elsewhere. There was no hustle and pop, just bleak landscapes with little hope or plan. The droids set around pondering what they should not do and gave little thought to the greatness they could reach.

    The schools now teach how bad we use to be and say little about the hard work and toil our past used to climb to success. The new way is where it is at shouts academia. Give up your liberty and we will take care of you, it is your do. No more worries, no more threats just bliss.

    Doesn’t the president need ratification from 2/3 of the Senate to get this through…?…..So if he doesn’t have 2/3’s then it’s not constitutionally legal……

    The President needs to prove that he can even be president. He won’t do that. Our media is silent on it as well. Where was he Born? What were the themes of the Blues that he wrote and sang in his younger years? Is he now fulfilling them? Wake up America and let our servants know what we want done. Our leaders are to be public SERVANTS. We do not want the Cap and Trade treaty. The United Nations Does not need to be given teeth to rip out our Sovereignty from us or to have our leader commit treason by giving it away. Do Not ratify the Treaties. Do not Sign the Accord. The Bankers will choose when the plug is pulled on our currency. Citizens! Read your History! What did our founding fathers really say? Through Inflation and Deflation the bankers will make us slaves in the land where our fathers died to give us freedom. Let us stand watch and not fall asleep as everything is stolen from us. Pray that this usurper will not give away the country.

    Strange, I wonder if American “sovereignty” means maintaining our right to exploit the rest of the world? This is a strange issue indeed to be sure. Sounds like the idea of freedom loss is stemming from the rest of the people of the world having a say about what we do the rest of the planet. [true of false] Sounds like something liberal democrats will love and conservative Republicans will hate. Sounds like sharing the say is considered a loss of FREEDOM to some types of people and institutions. All I have to say is WOW… I marvel at what people do and think, its often amazing to me. But in my conception balance amongst all the players is the goal and the way to optimize this process is I believe it is via Living game-systems theory… I imagine I am a radical egalitarian in many respects… I will have to take a much closer look at this issue and the details surrounding it, but my intuition smells something funny for sure…

    What is fair to the human race, what is fair to most people involved, whats fair to the most people effected and should they have equal say or not, is not the American way and democracy about that? Or should choice only go to Americans about what goes on for or in the world itself as a whole? Especially when what it does in its borders impacts those outside of it… Reminds me of when the Supreme court in Canada sided with Monsanto and stated something equivilant to people having to place a fence around their property because the person next door got Cows! The idea stemed from pollination and corn, but the concept is equally questionable… Are we saying something like that should we. Let us do what ever we want and if it impacts you then hey find a way to protect youself free of charge to us… hmm real democratic…

      Sovereignty means the right to govern ourselves, to manage our internal affairs without taking orders from foreign powers. Our laws, created by representatives elected by us are the supreme law and only authority under which we live – that’s what it means.

    Of course that’s the text book definition… But I mean in practice. And if we deploy the rights of our sovereignty you say exists does our sovereignty mean the explotation of the rights of the rest of the world? What your calling foreign powers, then how democratic in fact are we really? Are we then contradictory and not worth credit? The world is a shared globe, and our supreme laws can not afford us rights that we would not have implimented against ourselves or we are exploitatious, and are internally self inconsistent hence no one should honor that. Fact is are we what we say we are, a free and democratic nation? Do we treat others the way we expect to be treated? If were saying we have the right to exploit others via our so called Sovereignty at will then we are hippocrits and its all bombast… We need to be able to eat our own dog food or were a sham… We need to accept responsiblity if we are in fact culpable, question is are we and if so exactly how much? In any event if we have shared in damages, then to the proportion we are we should be responsible for our mistakes. Sovereignty can’t be used as some kind of blanket right to do to others what we dont want done to ourselves…. Thats not democratic at all, sounds like a kings logic which is antithetical to the spirt of a REPUBLIC…

    I agree that we need to start with ourselves, especially since that is really the only thing that we do have total control over. The best way to impact these government evildoers is to hit them where it hurts-economically. We must unplug ourselves from their world and go back to taking care of ourselves. Stop using credit cards, banks, and debit cards. Pay cash for anything you can and/or even better, go back to bartering. It will be very difficult to do as we are so accustomed to this easier life, but that’s what “they” are banking on.

    My husband and I had a conversation a few days ago about unplugging. I grew up in a small farming community. My father did everything and could make anything. My mom canned vegetables from our garden. Nothing seemed impossible in my house from the perception of a child and that’s how I thought everyone lived. So I tell my city raised husband how easy it would be, remembering my childhood. And he tells me how impossible and difficult it would be for people to do this because it was so hard and people don’t even know how to grow vegetables. So I replied, “So you’re telling me that we have become too stupid and unskilled to sustain ourselves if we had to?” YES! Think of all of our education and degrees in this country-what did we really learn? Think of everything that has been outsourced-most manufacturing and a lot of farming. What really can we do other than “close the deal” and “get that report ready?”

    I know that many do still possess life skills, but not like back in the day when they had no choice but to sustain themselves. That’s where I think we need to start.

    Sara, thoes are some well said words. Fifty years ago we didn’t know what a credit card was. My Dad saved a little each week, then if something broke down he had the cash to pay for it. Many people here in TN are growing gardens, canning and returning to the old ways. We the people need to accept responsibility for ourselves. We have become lazy, sitting around, waiting for the government to give us a handout. We need to get back to being self-sufficient.
